Federation Regulations

1.0 The Federation Of Keith and all of its power shall be used only to better the lives of all of the members of the Federation Of Keith and to safeguard the lives of their friends and family.

1.1 The Federation Of Keith is given governmental control over all celestial bodies on which members of the Federation currently reside.

1.10 The Federation Of Keith shall be the supreme governmental body on any planet claimed by the Federation Of Keith in the name of the people of the Federation Of Keith.

1.11 The Federation Of Keith is given governmental control over all planets claimed by StarKeith or an authorized representative thereof.

1.111 Any planet claimed by StarKeith or an authorized representative thereof must immediately be governed by an authorized Federation governmental body. This body must be selected by the Federation Council.

1.1110 In the event that the Federation Council is unavailable to make the selection for government of a planet claimed by StarKeith and in accordance to Regulation 1.111, authorized StarKeith personnel may be used in the governing of said planet.

1.2 The Federation Of Keith is to be split into ruling councils for each territory on each planet governed by the Federation Of Keith.

1.3 Each ruling council in the Federation Of Keith shall have successively less power than the one above it.

1.30 Ruling councils in the Federation Of Keith must obey all laws and regulations set by higher councils. Laws and regulations set by higher councils have prominence over laws and regulations set by lower councils, should a conflict of interest arise.

1.4 Federation Ruling Councils will have at least 3 people appointed to the council. One of these 3 people must serve as chairperson.

1.40 The Chairperson of a council shall be the deciding factor in any stalemate vote in the council. The Chairperson may also make immediate decisions for the good of the people and property that the council governs should a crisis situation arise.

1.401 A crisis situation shall be defined as a situation in which the lives and/or property of Federation members, officers, or citizens is imminently in danger. This includes natural disasters, crises perpetuated by enemies of the Federation, and accidental disasters of any kind.

1.41 The number of people on each Ruling Council shall always be an odd number.

2.0 Federation members must obey all regulations at all times. This regulation is subject to review and revision by the Federation Council.

2.1 Disobeying a Federation Regulation is considered a crime. Any person who violates a regulation must be brought to trial.

2.10 Bringing someone to trial involves presenting a case to a court of neutral officers of the Federation to determine the validity of the regulation that was violated and to evaluate each case as deserving punishment for the violation, or pardon for unusual circumstances.

2.101 If neutral officers of the Federation cannot be found, officers with the least amount of involvement in the case shall be used to form the court.

2.102 If neutral officers with minimal involvement in the case cannot be found, then the case shall be suspended until such persons may be found, or the case shall be brought to the attention of the next highest governing council, up to the level of the Federation Council.

2.1020 When the Federation Council cannot reach a decision on a case, the leader of the Federation shall decide the case himself, with approval from a majority vote from the population.

2.11 A Federation trial must consist of an orderly display of evidence in an attempt to justify the disobeying of regulations, as well as proving beyond reasonable doubt the truth of any accusations of disobeying of regulations. If the evidence is insufficient to justify the disobeying of regulations, and the evidence to prove that the disobeying of regulations has indeed been committed by the person(s) so accused, then the court must decide on a appropriate punishment.

2.111 The definition of insufficient evidence is for the people of the court to decide. Should a case present any reasonable doubt into the minds of those on the court, the right of the court to inflict death punishment is revoked.

2.2 The violation of any Federation Regulation merits the issuance of a warrant for the arrest of the person responsible for violating Federation Regulations.

2.20 A person arrested by a warrant issued by an officer of the Federation for the violation of a Federation Regulation shall be removed from active duty, and their clearance level shall immediately be reduced to Type 3.

2.21 A person who attempts to escape the jurisdiction of an officer of the Federation after violating a Federation Regulation shall be considered a double criminal, and the punishment inflicted when such a person is eventually captured shall be doubled, pending the decision of the court.

2.211 Should a person escape Federation jurisdiction after violating a Federation Regulation, and where there is no capability for the Federation to re-capture such a person, the person shall be considered ‘held in custody indefinitely,’ until such time as they return.

2.212 Upon the return of a person who escaped Federation jurisdiction pursuant to regulation 2.211, the court shall increase the punishment by several orders of magnitude, dependent on the length of time such a person evades capture.

2.2120 Should a person attempt to evade Federation jurisdiction, every reasonable attempt will be made by Federation officers to recapture said person, using every reasonable means available to them.

2.21201 If the violation of Federation Regulations is severe, and pursuant to regulation 2.2120, every method will be made to recapture said person, including extreme methods, possibly endangering the safety of officers of the Federation, in order to properly punish the violator.

2.2121 Should a person who has severely violated Federation Regulations attempt to evade Federation jurisdiction, and said persons evasion of Federation jurisdiction seems imminently likely, then Federation officers are permitted to use deadly force to recapture or prevent the escape of said person.

2.21211 If a person is killed by Federation officers (pursuant to regulation 2.2121), then a full inquiry shall immediately commence into the truth of said person’s violation of Federation Regulations. If said person is found by this inquiry to have been falsely accused of severe violations of Federation Regulations, then disciplinary actions shall be taken on the officer(s) who were directly responsible for said person(s) death.

2.3 Upon the completion of a trial and the decision of the court, a punishment will be carried out, as decided by the court.

2.30 A punishment carried out by a court must not mutilate a person’s body in any significant way.

2.31 A punishment carried out by a court must incorporate the Federation ideals of “fairness.” These standards are to be maintained by the Federation Council, and ratified by public vote.

2.32 A punishment carried out by a court must fit the violation committed. Thus, a small violation of a specific violation resulting in no loss of life and no loss of property may not be punished by life inpainment.

2.321 All persons serving on a court must have prior training by Federation-certified personnel on what is considered adequate for punishments for violations of Federation Regulations. See regulation 2.31.

2.4 Federation members will be rewarded promotions for excellence in their duties and their adherence to Federation Regulations.

2.40 An officer or citizen is not required to accept a promotion.

2.41 An officer of citizen may be offered a promotion if asked for, and if the commanding or superior officer has no specific reasons for denying said promotion.

2.411 If there is a conflict regarding specific reasons for denial of a promotion via regulation 2.41, the case shall be brought to a court.

2.42 A promotion may also be offered or required during a crisis situation, in order to fill combat losses in a vital position. Such promotions are considered temporary until the crisis situation is over, but may be made permanent by the superior commanding officer.

3.0 Federation members will not violate any moral laws at any time.

3.1 Moral laws are defined around the society of each species in the Federation. These laws are to be compiled by the Federation Council (or an appropriate sub-council) and ratified by public vote (limited to members of the species in question).

3.10 No person may perform an act that violates the moral law of the person on which the act is being performed, even though the moral law of the person making the action does not specifically forbid the action.

3.2 Each person in the Federation is guaranteed the right of their own personal space. This right will NOT be violated.

3.3 Each person in the Federation is guaranteed the right of their own body.

3.30 Each person in the Federation may do with their body as they please, given that the actions do not permanently impair their judgment, make them otherwise unfit for their duties, or otherwise violate Federation Regulations.

3.301 Each person in the Federation may do with their DNA code as they please, within the limits set by the moral laws for their species, and current Federation Biotechnology Regulations.

3.31 No person in the Federation may change their body in such a way that it violates any Federation Regulation.

3.4 Each person in the Federation is given the right to live. No other person may take this right away by any means.

3.5 No person in the Federation is permitted to commit willful personal injury to another person in the Federation or in another civilization.

3.6 Each person in the Federation is guaranteed the right of personal physical space in which to live.

3.60 No person may remove items from a persons personal physical space in which they live without explicit permission from such said person, pursuant to regulation 3.6.

3.7 Each person in the Federation is given the right to be at peace with their spirit.

3.70 Violations of regulation 3.7 include insulting a person verbally or otherwise, in such a way as to lower said person’s “spirits,” or emotional state.

4.0 Contracts in the Federation must not violate any Federation Regulation or moral law.

4.1 A contract shall be an agreement between at least two (2) parties, who shall affix their signatures to the contract, and copies of said contract (signed by all parties and witnesses) shall be distributed to all parties.

4.10 A Contract shall require the signature of at least two (2) witnesses, or it shall not be considered legally binding in a Federation court.

4.2 A person’s signature, signed of their own free will and under no outside duress or threats, shall be considered legally binding of any document onto which it is affixed, provided that it can be proved (via witnesses) that the person in question did indeed read and understand the contract to which his or her signature has been affixed.

4.20 A person’s signature may be digitized, provided that the signature is filed with the Federation’s central computer.

4.21 A person’s digital signature must not be reproducible. If a digital signature can be reproduced by an unauthorized party (“forged”), then the signature shall be considered invalid, and any future contracts to which it is affixed shall duly be considered invalid and non-binding.

5.0 Federation officers shall obey the orders of officers of higher rank than said member.

5.1 Failure to obey an order of a higher-ranking officer of the Federation (or StarKeith) shall be considered a violation of Federation Regulations, pursuant to regulation 2.1.

5.2 An officer of the Federation may disobey an order of a higher-ranking officer if it can be proven that the officer in question is incompetent to make such an order, or that the order itself violates a Federation Regulation.

5.3 An officer of the Federation may disobey an order of a higher-ranking officer if the order in question would place said officer in an overly perilous situation.

5.30 An overly perilous situation is defined to be a situation in which a person’s life is clearly in danger, and the likelihood of loosing one’s life is so great as to be assumed to be impossible to avoid.

5.31 An officer of the Federation may not disobey an order of a higher-ranking officer (pursuant to regulation 5.3) if the Federation is currently in a state of War or readiness for War.

5.4 Federation officers with a clearance level greater than type 9 may, if the Federation is in a state of War or readiness for War, issue an order that carries Alpha priority. Such orders may not be challenged except by the Federation Council.

5.40 Alpha priority orders must be officially recorded to be considered valid. To be officially recorded, the officer issuing the order must dictate the order to another officer (or central computer recording unit), who must either transcribe the order, or make an audio recording of the order, and archive said recording or transcription in a secure location, for transmission to the Federation Council as soon as possible.

6.0 All Federation members, officers, and citizens are granted the same basic rights, which shall not be violated by any other member, officer, or citizen.

6.1 Owning another person within the Federation, with a contract or otherwise, is completely prohibited.

6.2 Any person within the Federation may own property. Such property can be declared private if desired, in which case any trespassing on said property shall be considered a violation of this regulation.

6.20 Trespassing on private property is permitted if authorization is gained from a court official, and said trespassing is part of investigations for a court trial.

6.201 Any information gained by trespassing that is authorized by a court official shall be immediately destroyed if a court trial is not performed.

6.202 Any information gained by trespassing that is authorized by a court official shall be considered private information, and upon completion of a court trial, shall be removed from the public record.

6.2020 Any information removed from the public record pursuant to regulation 6.202 shall be given type 17a clearance, and may not be unlocked unless another court trial is underway.

6.2021 Authorization to unlock information sealed pursuant to regulation 6.2020 must be obtained by a court one level higher than the court that originally sealed said information, up to the level of the Federation Council and/or the leader of the Federation.

6.3 Any person within the Federation may own and conduct any business that does not violate Federation Regulations.

6.4 No person within the Federation shall be denied the right to be judged by an impartial court if they are accused of violating Federation Regulations.

6.5 No person within the Federation shall be denied the right to vote on any issue on which a public vote has been called.

6.6 No person within the Federation shall be denied the right to express their political or personal beliefs, even if these beliefs are contrary to Federation beliefs or policy.

6.60 A person who chooses to express their political or personal beliefs in such a manner as to cause harm or insult to other persons may be denied the right to express such opinions in such a manner, pursuant to regulation 3.7.

6.7 Any person within the Federation is granted full and equal access to public information, technology, and services, as permissible by their security rating.

7.0 The Federation Council shall be the supreme council of the Federation of Keith.

7.1 The leader of the Federation of Keith shall be considered equal to the Federation Council in authority.

7.10 The First Lady of the Federation of Keith (if she exists) is considered equal in authority to the leader of the Federation of Keith.

7.101 If the leader of the Federation of Keith and the First Lady cannot agree on an order or regulation, then their authority to give such an order or regulation is revoked, and the matter shall be handed to the Federation Council for resolution.

7.102 In Federation regulations, any mention of the leader of the Federation of Keith also implies the authority of the First Lady of the Federation (if she exists).

7.103 If the leader of the Federation is female, and she has a husband, then he shall be considered the First Gentleman of the Federation. All regulations that refer to the First Lady shall therefore refer to the First Gentleman.

7.1030 Any legal consort of the leader of the Federation shall be considered the First Lady/Gentleman, as appropriate, without bias to gender or species.

7.11 The leader of the Federation of Keith may not supplant or replace the Federation Council for regulations that specifically name the Federation Council as the supreme decision-making body.

7.12 Orders or regulations given by the leader of the Federation of Keith may be overturned by the Federation Council, with a two-thirds (2/3) majority vote, including the vote of the chairman of the Federation Council.

7.13 Orders or regulations given by the Federation Council may not be overturned by the leader of the Federation of Keith, unless a two-thirds (2/3) majority public vote is obtained.

7.2 Federation Council members shall be selected by the leader of the Federation of Keith, and approved by public vote.

7.3 The chairman of the Federation Council shall be selected by the leader of the Federation of Keith, and approved by a two-thirds (2/3) majority vote from the Federation Council

7.4 The Federation Council shall meet on a regular basis to deal with Federation policy.

7.40 The Federation Council may create sub-councils to deal with specific issues of Federation policy, as the need arises. Such councils shall be considered temporary, until the issue for which they were formed is resolved.

7.41 The Federation Council may not create sub-councils to deal with certain specific issues. These issues are: interstellar relations, issues of War, issues which involve the leader of the Federation of Keith or the First Lady, issues which threaten the safety of the Federation of Keith or any of its planets, or any issues which shall require a public vote.

7.5 The Federation Council shall be responsible for keeping orderly records of Federation activity.

7.6 The Federation Council and the leader of the Federation of Keith shall be the only bodies authorized to make changes or amendments to Federation Regulations.

8.0 The Federation of Keith shall consist of its members, officers, and citizens.

8.1 Members of the Federation of Keith are persons who have petitioned for membership in the Federation, but do not reside on planets of the Federation.

8.10 Members of the Federation of Keith may not revoke their status as members.

8.11 Members of the Federation of Keith may be expelled from the Federation as punishment for seriously violating Federation Regulations.

8.111 All persons who have been expelled from the Federation shall be considered enemies of the Federation, and shall be treated as such by all officers of the Federation.

8.112 Expulsion from the Federation is a final punishment, and shall only be used in extreme cases.

8.2 Officers of the Federation of Keith are citizens who have applied for duty on board any unit (space station, starship, or other military installation) directly under Federation control.

8.3 Citizens of the Federation of Keith are persons who reside on planets of the Federation.

8.30 Persons who have lived on a planet since before it was claimed by the Federation shall take an oath of loyalty before they may be considered Federation citizens.

8.301 Persons who do not take the oath of loyalty shall be considered “resident aliens,” and shall be given the rights granted in regulations 6.x.

8.302 Persons who do not take the oath of loyalty shall not be granted a security rating beyond type 3.

8.31 Persons born on a planet of the Federation are automatically considered citizens.

9.0 No person in the Federation shall interfere with the political, social, technological, or theological processes of any culture which is not currently a part of the Federation.

9.1 Observation of cultures not currently a part of the Federation shall be allowed, if interference can be avoided.

9.10 Observation of cultures is allowed only as required to evaluate readiness for making contact with said culture, if contact has not already been made.

9.2 If observation of a culture reveals that said culture would have a violent reaction to a Federation presence on their world, then said observation shall terminate immediately.

9.3 Cultures which wish to join the Federation must satisfy the following conditions: global peace lasting not less than one generation of the dominant species of said culture, an effective world government, and a social structure that can integrate into the Federation.

9.30 Cultures which do not meet the conditions of regulation 9.3 may be allowed to join the Federation, pending review by the Federation Council.

9.4 For any planet or culture which is not currently a part of the Federation, the senior officer of the Federation currently on the planet may, if contact cannot be made with the Federation Council, and if the Federation is currently in a state of War or readiness for War, declare the planet a colony of the Federation and the culture(s) as part of the Federation, with himself/herself in command of the ruling council for said planet, pending authorization of the Federation Council.

9.40 Any planet claimed as a colony under regulation 9.4 shall have all existing governments and command structures staffed by qualified Federation officers.

9.401 If insufficient qualified officers exist to implement regulation 9.40, then native personnel may be used.

9.41 Native persons of a planet or culture claimed as a colony under regulation 9.4 may be enlisted in the Federation with approval from the senior Federation Officer present, pending approval of the permanent ruling council.

10.0 All officers of the Federation shall undergo mental and physical testing once each standard year, as feasible, to reassert their qualifications as officers.

10.1 A standard year in the Federation is defined as 360 Keithian days.

10.10 A Keithian day is defined as one complete revolution of the planet Keithia about its axis.

10.2 Physical and mental testing for Federation officers shall be defined by the Federation Council.

10.20 Officers who cannot meet the minimum requirements set forth by the Federation Council during physical and mental training shall loose their status as officers.

11.0 Federation regulations shall be stored and recorded by the Federation’s central computer core, HAL, with appropriate backups made by secondary units, as feasible.

11.1 The HAL computer core shall be used to record all official business of the Federation Council and all command councils, as feasible.

11.10 If the HAL computer core is not available to record official business of a command council, then the records shall be transmitted to the HAL computer as soon as possible.

11.2 The HAL computer core shall be used as an impartial judge in any case where appropriately neutral Federation officers, members, or citizens are not available.

11.20 All judgments made pursuant to regulation 11.2 are subject to review by the Federation Council.

12.0 Organization, management, and defense of Federation space shall be handled by a semi-independent organization. This organization shall be known as “StarKeith.”

12.1 The organization of StarKeith shall be outlined in StarKeith regulations.

12.2 Federation regulations shall supercede StarKeith regulations, if there is any conflict.

12.3 All spacecraft and space stations not specifically retained for use by the Federation shall be managed by StarKeith.
