The StarKeith Council of Action is the highest legislative body in StarKeith. The Council of Action is responsible for everything that happens in StarKeith. The Council can (and does) delegate local responsibility and decision making privilages to sub-councils and local Fleet Admirals; but ultimately, the policies of StarKeith are made at this level. The Council of Action is made up of 11 members, one of whom holds the rank of "Fleet Command Admiral." This person is considered the chair of the Council, and acts in many ways as the executive officer of StarKeith. There is only one officer holding this rank in StarKeith at any one time - it is a highly distinguished position, and holds great responsibility. The Fleet Command Admiral summons the Council to order, and acts as moderator during debate. He (or she) however does not vote on measures brought forth by the council, except in the case of a tie. Each member of the council is always an officer of the rank of Fleet Admiral, and will often have served with distinction in that rank in other capacities in the administration of StarKeith. Fleet Admirals are responsible for certain sectors of StarKeith space, and all the fleet activity within and passing through that sector. Currently serving on the council of action are:
